The photo on the left is a closeup of the repairs shown in the first photo. The gaps developed at stress joints in the concrete walkway where composite fill material had deteriorated over time and left gaps more than 1/2 inch in width and depth.
Sidewalk Repair Materials
Standard 302.3, [Floor and Ground Surfaces] Openings, states, “Openings in floor or ground surfaces shall not allow passage of a sphere more than ½ inch (13 mm) diameter except as allowed in 407.4.3, 409.4.3, 410.4, 810.5.3 and 810.10. [The exceptions do not apply.] Elongated openings shall be placed so that the long dimension is perpendicular to the dominant direction of travel.” So these gaps had to be repaired/refilled. The material on the right is what they used to make the repairs.
