Self Evaluation Plan and Transition Plan: Part 7 - Transition Plan

This is the seventh article in a series about Self Evaluation Plan and Transition Plan (SEPTP). Previous parts of this series covered the history of SEPTP, identified who is in charge of the SEPTP at an entity, discussed training options for those involved with the SEPTP, covered grievance procedures regarding compliance with the Americans with Disabilities Act (ADA), and offered guidance on self-evaluation plans for entities. Now it is time to prepare a transition plan in Part 7 - Develop a Transition Plan.

After a comprehensive self-evaluation of all programs, activities, services, and facilities operated by the entity, a transition plan should be created to list all items where structural changes are needed at the facilities (28 CFR 35.150(d)(1)).

A transition plan consists of:

  1. A list of the physical barriers that limit the accessibility of programs, activities, or services.

  2. The methods to remove the barriers and make the facilities accessible.

  3. The schedule to get the work completed.

  4. The name of the official(s) responsible for the plan's implementation.

  5. Include cost estimates and which budget the funds will come from as part of the plan.

For State and local government facilities, a transition plan must also include a schedule for providing curb ramps giving priority to walkways serving entities covered by the ADA, including state and local government offices and facilities, transportation, places of public accommodation, and employers, followed by walkways serving other areas.

SUMMARY: All Title II entities that must comply with the ADA should have a SEPTP that includes a transition plan that is created to list all items where structural changes are needed at the facilities. The transition plan is a living document that requires frequent updating. The next article in this series is Part 8 - Action Plan.
